Ocean would fit these battles better than any other WOWS map, especially in terms of how the islands affected the battle (hardly at all). In both cases the center of the map is clear ocean, all the terrain is at the edges. Surigao Strait is longer, but a little wider at 20-25km, with some small islands cluttering the edges. The Second Battle of Guadalcanal was constrained by Guadalcanal and Savo island, a gap about 15 km wide, but there are no other land features in play. Even the Channel Dash would have been on Ocean (the channel is 30km wide at narrowest). Ocean isnt the only one that seldom shows up, and theres three maps that from what i was tracking get the most amount of matches played on them, to the point it makes any kind of variety get thrown out the window. Honestly what they need to do is increase the map size of some of the lower tier maps(and vice versa, shrink some of the higher tier maps down), and introduce them for higher tiers(and lower tiers for the shrunk maps), and at the same time increase some of the rarer maps play rates. That would be hard, cause seeing it more than 2 out of every 1000 matches would be annoying for me. What if they find a middle ground where Ocean doesn't show up too much so players don't get annoyed but it isn't also so difficult to see, just to have a little map variety once in a while?
